With almost a century’s worth of collective lobbying experience, we are a dedicated group of advocates specializing in and concentrating on legislative advocacy at the state level in Albany, New York.
We are a “boutique” lobby firm in a sea of large law firms that serve varying interests and multiple masters. Our firm is small enough to ensure personal service to our clients’ specific needs, yet large enough to effectively lobby the Executive and Legislative Branches of New York State government.
Almost everyone is familiar with the old saying, “90% of life is showing up.” Some believe what was actually said was, “80% of success in life is just showing up.” Regardless of how it’s stated, we subscribe to the theory behind the maxim, and conduct our lobbying efforts accordingly. We pride ourselves on being present in the Capitol and Legislative Office Buildings each and every day the legislature is in session, as we believe that “old-school” face-to-face advocacy is paramount to successful results. Far too many lobbyists today rely primarily on technology to conduct their advocacy. While technology clearly has its place in today’s fast-paced world, we believe desired outcomes are more frequently achieved chiefly through personal interaction, coupled with technological support when necessary.
Whether walking the halls of the seats of power, or meeting legislators and clients locally, we are hands-on, and work year-round advocating for our clients wherever the need takes us. Ask any of our clients about us, and you’ll hear a common refrain: “They get it!”.
Lobbying is tough; achieving desired outcomes is never easy. Nonetheless, through decades of experience we have learned that a positive approach to all whom you encounter yields positive results. That’s precisely why we work with all legislators and their respective staffs equally, regardless of party or affiliation.

After advocating for his former union members and other law enforcement officers, and public employees in general, for decades, and following his retirement in 2007 after more than 35 years as a Police Officer, Bing Markee has worked full-time as a registered lobbyist for various clients, specializing in and concentrating on legislative advocacy at the state level in Albany, New York.
Bing retired from the Port Authority (of New York & New Jersey) Police Department, where he served on the Executive Board of the Port Authority PBA as an elected official for more than 27 years, including a full term as its President. He served as Chair of the Legislative and Pension Committee for the Port Authority PBA from 1993-2006.
He currently serves as the Legislative Director of the New York State Public Employee Conference (NYSPEC), an umbrella organization comprising more than 90 diverse unions and groups representing a wide spectrum of more than one million active and retired public employees.
Early in 2002, following the heinous attack on our country on September 11, 2001, NYSPEC formulated an ad hoc “9/11 Committee”. Bing was appointed to chair that committee, which was tasked with formulating legislation to provide benefits to protect public employees impacted by 9/11. After a four year battle with the City of New York, the committee’s efforts culminated with enactment of the historic 9/11 Presumptive Disability legislation, which has benefitted, and continues to benefit, countless public employees.
Bing also serves as the Legislative Director of the Police Conference of New York (PCNY), an umbrella organization comprising hundreds of law enforcement groups representing more than 50,000 professional police officers. PCNY is the largest police organization in New York State. He has represented the PCNY and the former New York State Association of PBAs on the Governor's Police Officer Memorial Advisory Committee, the Governor’s Police Officer of the Year Award Committee, and the Comptroller’s Advisory Council for the New York State Employees’ Retirement System.
Born in Manhattan, raised in the South Bronx and then Queens, Bing is proud to be “New York City born-and-bred”. At the age of 18, during the Vietnam War, he enlisted in the United States Marine Corps, and is an honorably discharged combat veteran. He is a Life Member of the following organizations: Disabled American Veterans, Marine Corps League, Veterans of Foreign Wars and Vietnam Veterans of America, and is a proud recipient of the Vietnam Veterans of America National Achievement Medal.
He has a baccalaureate degree from SUNY's Empire State College, where he majored in Labor Studies.
A proud, loving Father and Grandfather, Bing lives happily ever after with none of his ex-wives.

Senior Partner Jeffrey S. Gross started his law enforcement career in 1986 as a New York City Transit Police Officer and was assigned to District 33. In July 1987, Jeffrey rolled over to the New York City Police Department and was assigned to the 73rd precinct. In 1993, Jeffrey left the NYPD and became a Nassau County Police Officer and was assigned to the Sixth Precinct. Jeffrey was promoted to Detective in 1998 and was assigned to the Sixth Squad, where he became the union Delegate in 2007. Throughout the years, Jeffrey served his union as a Delegate, Secretary, First Vice President and President of the Nassau County Detectives Association Inc.
Jeffrey was appointed to the New York State Association of PBAs Legislative Committee as a lobbyist in 2017, requiring him to be present in Albany for all legislative session days advocating on behalf of Police Officers throughout New York State. Jeffrey was appointed to the Legislative Committee of the Police Conference of New York (PCNY) in 2021 when the two associations merged. In June of 2023, Jeffrey became the Second Vice President of the PCNY and, later in 2023, the PCNY’s First Vice President and Chairman of the PCNY’s Legislative and Pensions Committee.
Jeffrey holds a Master’s Degree from Long Island University. He also attended St. Joseph’s College and Suffolk Community College. Jeffrey has taken graduate classes as part of Harvard University’s continuing education and is a proud member of the Energia Partnership’s class of 2023 through Molloy University. In his spare time, Jeffrey was the assistant rifle team coach at Chaminade High School; he resigned his position in 2024, but is still actively involved with the team.
Jeffrey became an Eagle Scout in 1982 and still enjoys helping out his local troop whenever they call upon him. Jeffrey also enjoys giving back to the community whenever he is able to. He also likes to spend his time hiking, hunting, fishing, just being outdoors, and he especially enjoys all types of photography, including photographing for his local high schools and colleges.
Born and raised on Long Island, Jeffrey grew up in a police family and currently resides in Manhasset with his wife and four children.

Michael O’Meara began his lobbying career in 2001 when he was assigned to Albany as the Legislative Director of the MTA PBA and was appointed to the New York State Association of PBAs Legislative Committee, requiring him to be present in Albany for all legislative session days. He has served as a lobbyist since that time.
In addition to serving as President of the MTA PBA, he has also served as Vice President, and President of the New York State Association of PBAs, and continued in that capacity until the merger with the Police Conference of New York in 2021, when he took on the new role of Executive Director, and then in 2023 became President of PCNY, now the largest police organization in the state.
Throughout the last 23 years, Michael has continually been a presence in our state capital. He has been instrumental in helping draft and pass countless pieces of legislation and has made meaningful friendships with our elected officials in both parties, at all levels.
Michael serves on the NYS Comptroller’s Advisory Council for the New York State Employees’ Retirement System, The NYS Governor’s Police Officer of the Year Awards Committee, the NYS Police Officer Memorial Advisory Committee, and as a Co-Chair for the NYS Public Employee Conference (NYSPEC) where he formerly served as a Legislative Director.
Further, in addition to being an Area Vice President of the National Association of Police Organizations (NAPO), Michael serves as its Legislative Committee Chair, which vets all federal legislation supported or opposed by that group. NAPO comprises more than 1,000 police units and associations representing hundreds of thousands of sworn police officers from across our great nation.

The PCNY is a state-wide “umbrella” police labor union formed in 1925, today consisting of hundreds of police unions and groups representing more than 50,000 professional police officers throughout the State of New York. Its representation stretches across the entire state, from the tip of Montauk Point to the Canadian border, and it is the largest police organization in the state.
